New Delhi, June 2 – The Research and Information System for Developing Countries (RIS), a leading policy think tank under the Ministry of External Affairs, will host a high-profile international conference titled “Global South and Triangular Cooperation: Emerging Facets” on June 3–4, 2025, at the Taj Palace Hotel in New Delhi.
The two-day event will bring together diplomats, senior government officials, development practitioners, scholars, and civil society leaders from both the Global South and Global North. The aim is to deepen dialogue on South-South Cooperation and explore innovative models of Triangular Cooperation involving Northern partners—particularly in the context of geopolitical contestation, economic self-reliance, and sustainable growth.
A major highlight of the conference will be the Presidential Address by H.E. Mr. Santiago Peña Palacios, President of the Republic of Paraguay, who will emphasize the importance of solidarity among Global South nations in redefining global development cooperation.
Reflecting on the legacy of the Bandung Conference and the Non-Aligned Movement, the sessions will focus on contemporary global challenges such as:
• Triangular cooperation norms and modalities
• LiFE (Lifestyle for Environment) and sustainability
• Digital transformation and green technology
• Sustainable agriculture and climate finance
• SDG implementation through cooperation in health, biodiversity, SMEs, and disaster management
Special attention will also be given to integrating perspectives from India’s North-East and to amplifying Global South-led initiatives such as the International Solar Alliance and DAKSHIN.
A key feature of the conference will be the formalisation of institutional partnerships under the RIS University Connect Hub, aiming to strengthen academic collaborations linked to India’s G20 priorities and foreign policy dimensions. A significant milestone will be the signing of an MoU between DAKSHIN at RIS and ICRISAT, accompanied by the launch of the ICRISAT Centre of Excellence for South-South Cooperation in Agriculture (ISSCA).
The conference will conclude with a valedictory session summarising key takeaways and charting the path ahead for demand-driven, locally adapted models of triangular cooperation based on mutual learning and capacity building.
The initiative underscores RIS’s continued commitment to elevating the role of the Global South in shaping a more equitable and inclusive global order.
